The Florida Legislature has advanced a package of bills from Sen. Colleen Burton addressing senior living, the affordable housing crisis, and stablecoin regulation, with the measures now awaiting Gov. Ron DeSantis’s signature. SB 1404 would create a new memory-care specialty license for assisted living facilities and requires the Agency for Health Care Administration to establish minimum standards through rulemaking by June 1, 2027. The bill includes a memory-care licensing framework based on Senate staff analysis, and Burton highlighted the goal of uniform, quality care for seniors, noting bipartisan and unanimous support across the House and Senate.

SB 594 would require local housing assistance plans to include mobile-home lot rental support, addressing a gap Burton identified for mobile homeowners who historically lacked rental assistance and related rehabilitation funding. Burton said the legislation addresses a loophole, noting mobile homeowners do not qualify for rental assistance or rehabilitation funding like traditional renters. A Senate analysis stated the bill does not require counties or municipalities to spend funds or restrict revenue-raising authority.

In addition, Burton’s SB 314 advanced, expanding the anti-money laundering regime to include stablecoins and requiring licensure for stablecoin issuers. Burton argued that Florida’s leadership in innovation includes stablecoin guidelines that align with federal processes and bolster the state’s economic development, underscoring a broader push to modernize regulatory frameworks around digital currencies.
