The South Korean Financial Services Commission has approved the establishment of a tokenized asset exchange as part of an innovation-focused consortium involving major financial institutions and fintech firms. The move marks a pivotal inflection point in bringing digital assets under regulatory finance within the confines of the Capital Markets Act. The era of blockchain-based digital assets moving from speculation to investible products is arriving. At the heart of this trend lies RWA (Real World Asset), tokenized real assets such as real estate, art, and bonds.

By fragmenting assets into digital securities, ordinary retail investors gain access to high-quality assets that were once the preserve of institutions. In Korea’s second-largest city and maritime capital, Busan, infrastructure RWA is seen as the optimal testing ground. Its strong shipping and logistics base could become a powerful engine for RWA innovation. Busan already hosts the Ministry of Oceans and Fisheries, KOBC, and multiple shipping firms, making it a hub of Northeast Asian logistics.

A ‘ship RWA’ model that tokenizes ship ownership or charter revenue could transform Busan into a global financial platform where ships’ values are traded. Financing for shipbuilding could be opened to retail investors, with transparent distributions of operating profits. A proposal extends to funding for the new airport at Gadeok and its hinterland. Assets such as duty-free revenue from the airport, parking rights, or warehousing land could be tokenized to fund the project.

Residents could own a slice of the airport at small monthly contributions, receiving a share of fees and duties in real time through a digital wallet. This approach democratizes finance, accelerates asset securitization, and strengthens Busan’s identity as a digital finance hub. RWA is more than a technical tool; it redefines asset ownership and wealth distribution. If Busan’s port and new airport connect to digital tokens, Busan could emerge as a true global digital finance city.
