Representative Bienvenido Abante Jr. of Manila’s sixth district filed House Bill 6909 on December 16, 2025, known as the Philippine National Budget Blockchain Act. It is the 15th blockchain-related measure in the 20th Congress aimed at using blockchain technology to increase transparency in the national budget. The bill would create a National Budget Blockchain System overseen by the Department of Information and Communications Technology, the Department of Budget and Management, and the Commission on Audit, and it was awaiting first reading around December 22, 2025.
HB 6909 would require all government agencies, bureaus, commissions, and government-owned and controlled corporations to integrate their financial systems into the blockchain. It would authorize smart contracts to automate fund releases upon verified milestones and provide a public-facing portal for real-time access to budget data by citizens and oversight bodies. Abante proposed ₱500 million from the National Treasury for research, development, infrastructure, and capacity building upon enactment, with subsequent funding to be included in the annual General Appropriations Act.
HB 6909’s full title is “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process.” President Ferdinand Marcos Jr. has urged the Senate and House to prioritize the CADENA Act, which had progressed through three readings in the Senate as of writing, while the House still needed to pass a version through three readings. De Lima’s version’s first reading did not push through on the article’s date.
