CoinDesk reported that the Clarity Act has only about a 30% chance of passage this year, according to Ron Hammond, policy lead at Wintermute. Hammond said the process has progressed but remains highly uncertain due to political frictions, delays in negotiations, and schedule changes. The act would define the legal status of digital assets and set clear regulatory authority, seen by markets as a potential gate for institutional inflows. However, disagreements over the economics of stablecoin income and bank pushback have slowed the bill’s progress.
Hammond added that White House, Coinbase, and policymakers have sought a compromise, but banking-sector concessions have hindered talks. Politics aside, some lawmakers facing crypto-industry sponsorship and potential conflicts of interest involving President Donald Trump could also act as variables shaping the outcome.
